HUBzone / Indian Incentives
Sioux Manufacturing Corporation (SMC) operates a 250,000 square foot manufacturing facility located at a single site on the Spirit Lake Nation at Fort Totten, North Dakota. As one of the oldest tribally owned and managed industrial business companies in the country, SMC’s status as a self-certified Small Disadvantaged Business (SDB) and a certified HUBZone Small Business Concern can help fulfill a prime contractor’s needs in meeting federal subcontracting requirements. In addition, the Department of Defense’s (DoD) Indian Incentive Program provides an added incentive on top of the HUBZone benefits for prime contractors choosing to subcontract with Indian-owned businesses.
HUBzone
The HUBZone Empowerment Contracting program provides federal contracting opportunities for qualified small businesses located in distressed areas and was enacted into law as part of the Small Business Reauthorization Act of 1997. The program falls under the auspices of the Small Business Administration and encourages economic development in Historically Underutilized Business Zones – “HUBZones” – through the establishment of preferences.
Indian Incentive
The DoD Indian Incentive Program provides for the payment of 5 percent of the amount subcontracted to an Indian organization or Indian-owned economic enterprise when authorized under terms of the contract. DoD contracts with prime contractors that contain the FAR clause 52.226-1, Utilization of Indian Organizations and Indian Owned Economic Enterprises, with the exception for commercial items, are eligible for incentive payments under the program. Eligible recipients include prime contractors and small businesses for the Department of Defense that use Indian-owned businesses or enterprises as subcontractors.
